Qatar’s Government Scholarship Plan for the 2026–2027 academic year is now accepting first-phase applications, but the programme is primarily intended for Qatari nationals—not international students worldwide. Foreign applicants should therefore avoid confusing the Ministry’s “external” or “international” scholarship wording with an invitation to applicants of every nationality.

Can International Students Apply for the Qatar Government Scholarship?

Most international students cannot apply for this Ministry-funded scholarship cycle because its central purpose is to prepare qualified Qatari nationals for Qatar’s future workforce.

The Ministry repeatedly describes the programme as an initiative for developing “national talent,” “national competencies” and qualified Qatari specialists. The application system also requires identity and supporting documentation connected to Qatar’s national scholarship structure.

A translation trap is causing confusion online. The English portal sometimes refers to “international scholarships,” but this means scholarships for studying internationally or abroad—not necessarily scholarships open to international citizens.

Non-Qatari applicants should instead check university-specific awards offered directly by institutions in Qatar. For example, the University of Doha for Science and Technology operates its own Amiri Scholarship for eligible applicants from Qatar and other countries. That is a separate university scholarship with its own application period, academic requirements and benefits; it should not be confused with the Ministry’s Government Scholarship Plan.

Which Scholarship Routes Are Available?

Eligible applicants must select the route matching both their university and intended study destination.

The government system is organised around three principal programmes:

• Amiri Scholarship Programme: A premium route for exceptional students admitted to selected highly ranked universities.
• Overseas Scholarship Programme: Funding for approved subjects at recognised universities outside Qatar.

New features include a bridging route allowing some humanities-stream students to move towards scientific disciplines and a specialised overseas track for students with disabilities who require suitable academic environments.

Applicants should not assume that every business, arts, social-science or technology degree is automatically covered. Approval depends on the exact programme, institution, scholarship route and workforce category listed for the current cycle.

Is the Qatar Government Scholarship Fully Funded?

The programme provides substantial government support, but the financial package differs considerably by scholarship route and subject.

Reported monthly packages for the 2026–2027 plan include approximately:

• QR20,000 for selected Amiri scholarship students abroad;
• QR18,000 to QR30,000 for certain overseas medical specialisations;
• QR20,000 for the overseas nuclear-engineering route;
• Around QR14,000 under general overseas scholarships;
• QR4,000 to QR10,000 for domestic scholarships, depending on the field.

The male Tomouh education programme is particularly employment-focused. The Ministry has reported immediate appointment opportunities and competitive salaries reaching approximately QR23,000, subject to the programme’s conditions.

Do Applicants Need University Admission First?

Applicants should normally secure the required university admission before submitting the scholarship application.

Official scholarship documentation for overseas bachelor’s and postgraduate routes refers to an unconditional admission letter from a university included on the approved scholarship list. Postgraduate applicants may additionally need employer nomination and approval from the relevant government authority.

Other commonly requested documents may include:

• Qatari identity card and passport;
• Academic certificates and transcripts;
• Certificate equivalency where required;
• Proof of admission;
• National-service documentation for eligible male applicants;
• Employment or non-employment evidence;
• Local bank-account details;
• Employer nomination for employment-linked postgraduate study.

Will Scholarship Students Have to Work in Qatar Afterwards?

Some scholarship routes are linked to employment or a service obligation after graduation.

Official conditions for certain postgraduate scholarships require recipients to work for the nominating organisation for a period equal to the scholarship duration. Changing the university or specialisation without written permission may also result in repayment of scholarship expenditure.

How to Apply for the 2027 Intake?

Do not select a university merely because it appears in a global ranking. First confirm that both the university and exact degree are approved for your chosen scholarship track.

Application Deadlines

The last date to apply for the first phase of the Qatar Government Scholarship Plan 2026–2027 is August 15, 2026. This phase opened on July 1, 2026, for the Amiri, overseas and Education City scholarship routes.

The second application period for domestic scholarship routes is scheduled from November 15 to December 30, 2026. Applicants should verify the university categories shown on the portal when this phase opens because the allocation of domestic and private institutions may vary between official announcements and portal listings.
